　　一是突出产品源头监管。构建放心农资、饲料、兽药经营和配送网络，建乡镇连锁销售店28个、GSP兽药店60家、规范化饲料经营店201家、放心农资诚信经营示范店35家，建立农业投入品购销台帐、使用进购、发放台帐589套，农资来源可追溯合作社108家。建立速测站、重点地域重点产品抽检、水质、土壤、空气等动态监控网点286个，新增农村户用沼气1900余口、养殖场沼气治污工程30处、集中供气工程4处，年处污10万余吨，累计推广测土配方施肥46万余亩次。

　　二是强化畜禽屠宰监管。严把检疫、防疫、执法“三关”，规范建立企业畜禽产品购销台账，检疫检验登记、质量检测、病死畜禽产品无害化处理等10余项制度，严格按照《生猪屠宰检疫规程》实施检疫，产地、屠宰报检处理率达100%，病害动物及动物产品无害化处理率达100%，各类证章标识使用规范，记录记载完整；组织开展春夏秋冬四季重大动物疫病集中防疫，集中免疫密度达100%；严格病死畜禽不准宰杀，不准食用，不准出售，不准转运和必须进行无害化处理的“四不准一处理”制度，今年以来，安排畜禽无害化处理经费20万元，无害化处理2195头。

　　三是实行农产品质量安全可追溯管理。建立投入品管理、监管重点对象、蔬菜和猕猴桃种植大户及企业信息册“三册”；建立区级安全监管平台、公众查询平台、企业管理平台、种养基地视频监控平台“四台”，并成功与省农产品质量安全监管平台对接；建立农业投入品购进、农资发放、农业投入品使用、产品储运销售四本台帐，以确保质量可追溯。制定农产品准出、储运、准入等制度12项，建立市场监测点30余个，开展监测1800余次，“三品一标”生产基地生产档案建立100%。

　　四是严厉打击违法犯罪。建立部门联动机制，实施网上办案，开展农资打假、标签标识等专项整治，抽检农药36个，办理违法经营农药案件17起，没收未审定种子325公斤、假劣农药135公斤，挽回经济损失42万元；查处动物卫生违法案件4起，结案4起，结案率100%，无上诉发生。抽检蔬菜、水果115批次，样品1118个，肉品60批次、饲料14批次、兽药6批次，平均检测合格率98.3%，全年无重特大农产品安全事故发生。
